GTX 1060 and 1070 are very old GPU's (almost 5 Years), but they are still being used. These GTX 10 Series cards provide very much Playable Frame Rates in most of the AAA titles. All together makes them the all-rounder Cards for Budget Gamers. 

These GTX 10 Series Cards can be used to get 40-60 Frame Rates with low to Medium Quality. Due to the low costs and Playable Frame Rates, these Cards are still being used a lot.

On an Average GTX 1060 cards don't require high wattage PSU's, 400-500 watt PSU's are going to be ok for these GPU's. So, the Corsair CX Series 400-watts PSU's seems to be perfect. Best PSU for GTX 1070/1080 - Corsair CF 600 Watt PSU

The Nvidia GTX 1070/1080 consumes more power when compared to the GTX 1060. Using a 600Watt PSU for the GTX 1070/1080 Cards is recommended. However, if you want to downgrade, 500watt is the minimum you can go for these GPUs.
